In order to achieve what General Motors spokeswoman, Ryndee Carney, describes as consistency and efficiency, GM decided to reorganize its 2008 advertising roster in a manner that has temporarily and possibly permanently booted the black-owned Carol H. Williams Advertising Agency (No. 2 on the Black Enterprise ADVERTISING AGENCIES list with $367.5 million in billings) from its garage. The African American accounts for six of GM's eight U.S. vehicle brands have been reassigned to general market agencies.
Carol H. Williams Advertising managed four accounts: Cadillac, Chevrolet, GMC, and Hummer. GM reassigned each of those accounts, with the exception of Chevrolet. They reassigned Cadillac and Hummer to Modernista, explaining that "both [brands] feel that their overall campaign will be developed with a multicultural point of view," says Carney. The creative work for Buick, Pontiac, and GMC has been consolidated with Leo Burnett Worldwide.
Carney says that although the Chevrolet account is up for review, Carol H. Williams is still a contender. Translation Consultation & Brand Imaging may also be in that running. Translation, which was black-owned until its acquisition by Interpublic Group of Cos. in October 2007, also helped with the Chevrolet account by marrying Mary J. Blige and other musicians with their favorite Chevy. Chevrolet expects to choose an agency before the end of Q4 2007.
"Carol H. Williams has done a stellar job with GM," says Robert J. Dale, president and CEO of Chicago-based R.J. Dale Advertising and Public Relations (No. 14 on the BE ADVERTISING AGENCIES list with $44.5 million in billings), one of the country's most experienced black advertisers.
But Carney emphasizes that the reorganization has nothing to do with agency performance. "There was a need to have consistency. We did not need multiple agencies providing the same work," she indicates.

According to Ken Smikle, founder and publisher of Target Market News, a Chicago-based research firm that monitors African American marketing and media, "the only consistent growth GM has had with its top brands is with African American buyers."
In 2006, R.L. Polk & Co., an auto industry and marketing research firm, reported that while personal registrations in the auto market were down approximately 1% from 2003 to 2005, new vehicle sales to minority customers were up approximately 18%.
In the same report, Lonnie Miller, director of industry analysis at R. L. Polk & Co., said automakers who neglect repeat business from minority customers "risk missing out on the biggest growth opportunity in the auto industry right now." Miller later cited that by 2010 minority buying power is projected to grow by 14%.
"With the increase in populations of people of color, you would think that would lead to more opportunity for agencies of color," say Dale. GM's ad agency reform is a risk that other automakers are not willing to make and for good reason. "African American agencies are more expert at niche marketing whether they are talking to working moms, young adults or African Americans. They have earned their bread and butter by crafting very focused, strategic ads," says Smikle. "[Carol H. Williams Advertising] should have been given the opportunity to compete for general market business instead of having everything they've worked on taken away from them."
Carney says "We need an agency that has scope, size, and global capability to handle [our general market business]. I'm not personally aware [of a black-owned agency with that capacity], that's not to say that they don't exist." Dale suggests that the onus to include black-owned agencies is on the Association of National Advertisers, whose members include major automakers. He says they should adopt and apply their own version of the NFL's "Rooney Rule," which requires football teams to interview minority candidates for a head coaching opportunity.
"Only after the Rooney Rule, did African American coaches began to get hired as head coaches," says Dale implying that without that rule it is unlikely that world would have witnessed two black coaches battling it out in the 2007 Super Bowl.
"Some of us at black-owned agencies feel that we should have the opportunity to compete for and win general market business and not just be restricted to multicultural or African American opportunities," expresses Dale. "This is even more critical now that it appears that we are being stripped of multicultural business that is now being handed to general market agencies. "I had an excellent relationship with GM. I am still working with them to work through this. I am being told it is for efficiencies, but it is very tough," says Carol H. Williams, president and CEO of Carol H. Williams Advertising. "We understood and continue to understand that GM is committed to African American advertisers, but perhaps this business consideration doesn't reflect the importance of the loyalty of the African American market to GM," says Williams.

Instead of totaling eliminating the company becase of their lack of global exposure, why not become a partner? This only helps the national Black-0wned company to have more of a global presents and ability to market across all color lines. Global companies have a responsiblity in developing emerging companies also, not just to the status quo. Most Fortune 500 companies do less than 1 percent of business through their procurement departments with minorities. They claim that they can't find qualified companies???

since when does race have anything to do with automobiles? you can put them 24 inch rims on about almost anything nowadays. GM, Ford, Chrysler are all in business to make money. If certain aspects over-lap then they should make changes. It's only a freakin car, people. Buying a new car is a losing propostion to begin with. Once you drive it away from the dealer, you lost money.

There are two ways to look at this and both of them are atrocious:
1) GM (like Visa, another company we give too much money to and see nothing in return), is well aware that we as a people will purchase their brand and remain loyal to them. For them not to give money back to our community is a big middle finger. We buy their cars at alarming rates so of course they should be advertising to us. CHWA is not only black owned, but its executives and vast number of employees are minorities. Not too mention CHWA has helped train many minorities, put many of its entry levels through school, and some former employees have gone on to succeed in other endeavors.
2. Considering that CHWA is one of the best Advertising Agencies around, black owned or not, cutting them makes no sense. As for the mass market excuse, CHWA has been signed to actually do some mass market work for-wait for it-DISNEY. Let me say it again: DISNEY, it is quite obvious that GM is making excuses and we as a people should be outraged.
They could have easily given CHWA a bigger budget and assigned them to do mass market work. If CHWA hadn't been able to come through on a project like that, then maybe it could be justified.
The color lines among advertising is absolutely ridiculous. It's as if there is a pie and a tiny slither is cut out and split in half to share with Blacks and Hispanics. Yet they are very quick to take that tiny slither back, aren't they?
GM is in loads of trouble, everyone knows that, and they probably will not last but another few years or so. So in the euphemism that it is all, "just business," they feel the need to cut their losses to maintain as much money as they can. Is it really alright for them to describe their dead weight as minority own businesses, though CHWA is grossing hundreds of millions of dollars?
We as a people should be outraged.

I hate to be the one to say it but we are getting what we deserve.
If I make over 100,000 year as a loan originator or real estate agent and I do both and you hate me and you worship the sports athletes, Hollywood actors, and music celebrity. But hate black middle class because they have money and you don't you are the problem.
I work petty damn hard for my money even if I only work 3 days a week. The country can't keep bailing us out every time we're not smart enough to ask the right questions if we don't understand something rather than appear unknowledgeable we act like we know when we don't have a clue then try and blame and sue every damn person involved.
I didn't know my mortgage would go up well if you know that your credit ait shit but you still get a loan don't play stupid. You better ask some got damn questions because if I put in all my red flags on your loan based on your full doc info and it goes to foreclosure and your full doc loan has any inconsistencies they got you. The lenders don't help liars and they don't loan money to groups deemed high risk like most of us are.
I have looked closely at who loosing their house and yes it's us not me and yes over 75% of loan taken out by us over the last five years had some level of fraud so really America isn't against that one black person or persons teaching his community how to avoid these problems "being broke in what seemed like endless good times" their against carelessness in the black community with no accountability.
I am middle/high class black under 40 man and when we try to reach the one that needs our help the most they look at us like we're out of touch but what happen when us middle class blacks deem you out of touch and keep moving up and away you Call us uncle Tom and aunt Marry Lou
But we keep our houses you rent from us middle class black we give you a place to stay we don't pull the shit you call your credit when we middle class black real estate investors give our own people break after break.
But we have to have property mangers mange our property because our own people think we shouldn't make money off them so they try and rob us black real estate investors or they don't pay their rent on time, this way of thinking will keep us fucked up in the game until we realize that most people see green before color.
