Mitrice Richardson may have been the victim of California budget cuts. The 24-year-old graduate of Cal State Fullerton has been missing since September, when she had dinner at a Malibu restaurant. When she couldn't pay the $89 bill, the restaurant called police.Richardson was arrested. Restaurant patrons and other witnesses said she had been acting strangely. There was only one drink on the bill, but Richardson was telling patrons she was from Mars and speaking gibberish. Authorities later said they found evidence Richardson may have been suffering from bipolar disorder. Nevertheless, because of jail overcrowding, police released Richardson in a remote area. She did not have a purse, a cell phone, car or wallet.
Richardson vanished and has not been heard from since.
According to the Los Angeles Times:
U.S. Rep. Maxine Waters (D- Los Angeles) called for the FBI's involvement, and Los Angeles County Supervisor Mark Ridley-Thomas asked the Sheriff's Department to review the policies that led to the release of the Cal State Fullerton graduate from the custody of the Lost Hills/Malibu Sheriff's Station shortly after midnight Sept. 17, 2009, without her car, purse or cellphone.
"I've been begging. I've been pleading. I've been asking for all the help I can get," said Richardson's father, Michael. "I haven't gotten anywhere."
The Richardson family has continued to apply pressure to authorities. They felt that not enough was being done to locate their daughter. Since they began applying pressure, drones have been sent out to search the rugged Malibu hills and volunteers began searching skid row in downtown Los Angeles. A homicide investigation was launched as well.
"We just hope that she's safe; we don't want to think anything more than that," Rhonda Minter, a search volunteer, told the Los Angeles Times. "We just hope that someone is watching over her."
Police should explain why they would release a young woman who was acting strangely late at night, with no means of catching a bus or even calling anyone to come get her. States like California are now seeing the financial effects of incarcerating people for silly crimes, but they still must behave responsibly. Maybe this young woman should have just been given a ticket for a court appearance and never taken into custody if she couldn't pay this relatively small dinner bill.
According to the L.A. Times:
Sheriff's officials have said their procedure is to get people who appear to be mentally incapacitated in to a facility for a mental evaluation. But, they said, deputies did not see anything that would prompt such a call. The custody assistant who processed Richardson at the substation, Sharon Cummings, has said she seemed scared to be in jail, but was coherent and talking. Cummings said she doesn't release women at night if they don't have a ride, but Richardson insisted and said she was going to "hook up with friends." Richardson's family has questioned the Los Angeles Sheriff's Department's handling of her arrest and release and for not holding her for a psychological evaluation.
Police should have tried to get this young woman help if witnesses said she was acting strange. That could have involved taking her to the hospital, instead of jail or calling a family member or friend to pick her up. Since when is an $89 dinner more important than someone's safety?
Police are asking anyone with information about her whereabouts to call Los Angeles detectives at 213-486-6900. A $25,000 reward is being offered for information that leads to her.

Seeing this video is extremely painful. As long as dark skinned women are referred to as "mutts" true searches for women of color will not be conducted. We don't see issues like this on our tv news. The victims always look different, if you know what I mean...

I bet if she was white they would not have put her in jail for 28 dollars and they would not have let her out if they though she was ill. Black people better relize they don't like us and don't care what happen to our young people because they shoul have called her family.

This upsets me as I read this. Had she been white an all out search party would have been formed less that 12 hours.People of Color does not get the same response as white people especially those who are finacially stable.When it comes to People of Color, the same words are to us are "We don't have the man power because of budget cuts" or the same laws are not extended to us. They should have never released her if she was acting strangly or appeared to be scared. According to the other patrons and the custody processing assistant.The Police had options that they should have given her, a ticket,over night stay in the holding cell until someone was able to pick her up, a call home to her family or an escort to a medical facility for a evaluation clearance.Since when did calling the police is a description in the law for a calm person without being disruptive not having enough funds to pay for food(dinner) breaking the law for jail time? Other means of ways could have been worked out instead of her going to jail,and for the police not taking responsiblity to help find her after they released her in the middle of nowhere after midnight,is wrong!.Not only does the police say she has a medical condition, they took their time assisting the family in the search to find her. How they would come to this conclusion saying that she has a medical condition(bipolar) after saying that nothing was wrong with her,I do not know? But it's unjustified to the young woman's family that is worrying about their love one.MY prayer's goes out to theyoung woman'sfamily and friends. God Bless and God help us all Amen...

This is disgusting and everyone who dropped the ball should be fired! If property was closed and she was unable to get her cellphone, someone from the precint should've made a call or allowed her to make a call to confirm that someone was going to meet her. The cops should've never left a young woman alone at 12 midnight in an isolated area. Sharon Cummings should be fired too. No money, no phone and no car. Everyone involved should be fired because if they don't then they and others would believe that this type of incompetence is tolerable...when it shouldn't be.

I don't believe that there were ever any sightings of this young lady. I believe in my heart that they killed her and dumped her body perhaps along the route where they claim they dropped her off; just is in case she is found. It would then look like they were telling the truth about where they left her. FuggN peccawoods are the devil. God has a plan for them too. Time is nearing.

THE POLICE ARE LYING. THE POLICE ARE 100% RESPONSIBLE FOR WHATEVER HAPPENED TO MITRICE AND THE PUBLIC KNOWS IT.
I ALSO DON'T BELIEVE THERE WERE ANY SIGHTINGS OF MITRICE AFTER SHE WAS ARRESTED BY THE POLICE. DON'T BELIEVE THAT AT ALL.
WE ALL KNOW THAT THE POLICE WILL LIE THIS IS JUST ANOTHER ONE OF THEIR LIES.
I REALLY HOPE THAT THE FAMILY AND COMMUNITY CONTINUES TO PRESURE THEM FOR ANSWERS.

I'm don't want to cause her family any more pain but they need to have the cops that supposedly dropped her off alone, they need to be investigated for her, and I can't even type the words.
