California NAACP Backs Pot Legalization Plan

The California NAACP deserves kudos for taking the brave step to support a marijuana-legalization plan on the state ballot.

Yes, the civil rights group might take a few hits (no pun intended) from those who say that it should stick to the more traditional civil rights work of marching in the streets and registering voters, but the job of a civil rights organization is to improve the day-to-day lives of minority people. And the organization has found that the arrest rate among blacks for petty pot possession crimes is far greater than that of whites in California's largest counties.

The November ballot question would let adults possess no more than one ounce of marijuana for personal use. People would be able to grow small pot gardens, and cities and counties could decide to allow marijuana sales.

Despite the enlightened view of the California branch, it will be close to impossible to get the entire organization to back a pro-legalization stance.

Church leaders still hold great sway in many NAACP branches and chapters around the country, and they are unlikely to push the message to legalize it.

In any case, pungent winds of change are beginning to drift over this nation with regard to marijuana laws. Marijuana has been decriminalized in 13 states, and more than 25 million Americans have smoked marijuana in the past year, according to government estimates.

And while recent national polls show a majority of Americans are opposed to legalization, some people who don't light up are moving to the view of treating herb like alcohol to allow its regulation and even taxation.

Yes, the winds of change are blowing.
