
Despite a tax cut compromise that is supposed to keep everyone whole financially, if not better off, 51 million households will face a higher tax bill or a lower refund compared with this year.
The main culprit: The proposed payroll tax break would not be as generous for many low- and middle-income households as the tax cut it is replacing.
The bill, which has passed the Senate and is set for a House vote on Thursday, would for one year reduce workers' Social Security taxes. Workers pay 6.2% on their first $106,800 of wages. The tax cut deal would reduce that to 4.2%.
That payroll tax "holiday" would replace the Making Work Pay credit, which expires Dec. 31 and was part of the 2009 Recovery Act.
As a result, 51 million households -- about a third of the total -- would be out an average of $210 compared with this year, according to the nonpartisan Tax Policy Center.
"Nothing else in the compromise tax agreement compensates [them] for those losses," Tax Policy Center senior fellow Roberton Williams wrote in the blog Tax Vox.
About 45 million of the households represent private and public sector workers.
Here's why they won't get as much tax relief in 2011: Making Work Pay was worth $400 for individuals making $75,000 or less or $800 per couple making $150,000 or less.
To get that much under the payroll tax break, one would need to earn at least $20,000 ($40,000 for couples). That's because the payroll tax break would amount to 2% of a worker's pay.
The other 6 million households affected represent state and local government employees who received the Making Work Pay credit but won't qualify for the payroll tax holiday. Why? Because they're not covered by Social Security and therefore don't pay into the system.

Hey, got a question. Why are black people offended that they are bringing home 210 dollars less than last year.? I own a small business and I had a gross profit of 12k last year, after personal deductions I made 925 dollars last year as seen by the US Government. I paid over 2000 in Taxes last year Social Security specifically. I did not complain or bi!ch once.....Dude, complaining and bi#ching that is what your race is doing. Why can't you guys get your crap together? How come every other ethnic group in this country are not victims week after week.....but then again other ethnic groups don't murder one another and then let the murderer continue to hang out in the neighborhood and give him props. Black culture is so poisoned you guys shouldn't be worrying about anything accept fixing yourselves. I have lived in Cincinnati for 10 years and once a week a black man kills another black man......but this does not outrage you. It is so sad, I know you guys can be soooooo great but then you quit high school 50% of the time before you graduate, you can't even get your people to graduate high school :( unreal, fix yourselves and stop belly aching about how you have been slighted, we know you got slighted in the south, get over it, stop dwelling on negativity and find a positive out let so you can be in control of your futures.....As a white tax payer, I am in control of your future because with out me, you would starve, not have housing, not get college grants, not get cash stipens when you spent all of your dough on weed and booze so you can buy diapers....man I see how you guys operate first hand and it is sad. We hate the police but we love the government.? Seriously? The police are the government, make a plan and work it.!

Do you actually think black people don't have anything to complain about? You need to get real. Slavery without reparations is the reason blacks are still suffering and living like they are today. You may try to make the black people's struggle seem unimportant and all their fault, but its people like yourself who have made it difficult for descendants of slavery to have a better life in America. TooReal...you need to keep it real. So-called entrepreneurs (like yourself) are robbing this country blind because they "hide" their income in their business. We all know there's a HUGE different between revenue and profit, so you end up paying little to nothing. Your house, car, personal expenses can be written off as "business expenditures". You may tell the IRS you had a "gross profit of $12K" when in reality....you may have brought home $72K. The ppl who pay the most in taxes are working ppl w/o kids. You can own your own home and yet cannot claim "head of household". And ppl wonder why ppl are having kids oow. Cause the country will financially reward you for having kids OOW. Go figure.

I guess that's what Obama means when he said it will be helpful to the African American community or any American for that fact to be hit with highr taxs though not much to finance his give away to the rich come on black people where is your Defense of the great black hope ? who has not done a damn thing for the black community since he been in office

When Paying taxes with credit card, another potential benefit, which could at least offset some of the fees, is the rewards, such as cash back, airline mileage, etc., offered by the credit card. However, with the credit card industry now regulated under a new set of rules, credit card rewards programs are no longer as generous as they used to be.
