
Here are a couple of other things to consider as the nation thinks about the Chad Holley beating by police:
1) Police abuse is not simply a black-white issue. At least one of the officers indicted is African American, and police officer behavior can be more of a gang-like loyalty to the "blue line" than an interest in trying to hurt people of color. But given that the job of police is to basically protect the rich from the poor, African Americans are more likely than whites to be caught in the grips of police abuses of authority. So, while the problem of police brutality is more of an economic and authority-based phenomenon than a racial one, race is so highly correlated with wealth and power that it continues to be a significant factor.
2) The Houston Police Department and the criminal justice system in the state of Texas need to be completely overhauled. In the book "Texas Tough, the Rise of America's Prison Empire," Professor Robert Perkinson lays out a set of facts to show clearly that Texas a) has the worst incarceration pattern in the world and b) works harder than any other state to incarcerate African Americans. In fact, the Texas prison system is the most obvious remnant of slavery in the entire United States. These abuses by the Texas justice system start in the streets, where black men are more likely to be stopped, searched, arrested and incarcerated than any other group of people. The police shooting of baseball player Robert Tolan was a perfect case in point, as Tolan was stopped by officers in front of his mother's house (in a middle class neighborhood) after the police officers followed him and entered the wrong license plate into their system. Tolan was shot when the officer slammed his mother against the garage door (as she came out to see what was going on) and her son moved to help her. Tolan did nothing wrong, and in spite of all evidence that Robert and his family were law-abiding citizens, the mayor of the town attempted to insist that the officers had not broken the law. So, the attitude of racial oppression within the state of Texas is more readily reflected in the despicable corruption of its criminal justice system.
My father was a police official for over 25 years, so I've had a chance to witness both good and bad police work up close. During this period, I also saw that there are quite a few police officers who deeply desire to do what is right for their families, their departments and the community. They are as hurt as the rest of us when police abuse is uncovered, and don't deserve to be attacked every time a suspect is shot or physically injured. Being a police officer is a difficult and dangerous job, and being too weak and hyper-sensitive can get you killed by those who carry weapons in our gun-totting society.
At the same time, police abuse is rampant in cities across the country. Our society is one where we presume that anyone who's been arrested or incarcerated is undeserving of human rights or meaningful protections under the law. We believe the word of a police officer over anyone in their custody, which has opened the door to one horrific civil rights violation after another. Cases such as that of Terry Harrington, a man who spent 25-years in prison for a crime he didn't commit, are only the tip of the iceberg. For every case that is unearthed, there are literally hundreds of others that we haven't committed the resources to thoroughly investigating. The same kinds of officers who are quick to beat an unarmed 16-year old boy are the ones who might plant drugs on a suspect, present a fabricated story to the jury or torture a suspect to force him to confess to a crime that he didn't commit.
The Chad Holley beating should be an opportunity for the city of Houston to clean out it's police department the same way the LAPD was dealt with after the beating of Rodney King. It is rare that the nation has the opportunity to see police brutality at its worst, with a young kid being beaten after clearly surrendering to cops. There's nothing that the defense attorneys can say to explain this one away, and that is likely the reason they were working so hard to keep the tape from being presented to the public. Those who thirst for equity within the Houston criminal justice system deserve credit for helping the truth come to light (namely activist Quanell X, who fought to get a copy of the tape to the public), and Chad Holley's suffering will not be in vain. It is also my greatest hope that Chad will receive the guidance he needs so that he will stop robbing other people and use his talents for a more productive purpose. The best way to keep from being abused by the criminal justice system is to stay away from it in the first place, but the system must be confronted nonetheless.

Boyce, since the beginning of the year there have been a large number of police killed in the line of duty and not one article from you about it. A thug kid who was caught robbing a house and who put every officer in danger (think of how worried about themselves all officers are now with all the officer deaths so far this year)gets a few kicks and you write multiple articles. Who is more important to you, the criminal or the officer? If your Father was really an officer, he must be ashamed of you. We all know why you and your fellow BV writers haven't touched the police killing, but are you will to admit the reason?
Maybe getting roughed up a little will make this kid think twice before robbing another house. But, it wont now because he will most likely be rewarded for his criminal act. The parents should be ashamed of themselves, they should have thanked each and every officer for the lesson the kid received. If it were my kid, that is what I would have done. In the end his minor injury's will heal, but the lesson would stay with him forever. What lesson is he learning now? Unfortunately, in today's society we are now praising kids for not resisting arrest, very sad.

I agree nobody condones excessive force, it should be stamped out whenever and where it shows up.
But the BV's reader should question blanket statements without statistical data to support it.
As this so-called Phd often does.
The system is flawed no doubht, but if its that bad, then provide the data of excessive force realitve to the number of arrest.
Providing isolated examples is not proof of anything other than particular incidents that occured and cases of imperfection of the judicial system.
For example the latest DOJ statistics report about 8% percent of exessive cases are actual valid

Further, blackbear is right, BV writers rarely if every tell the story of officers MURDERED IN THE LINE OF DUTY, buy A/Americans. Or the difficulty in policing in A/American communties.
For example one writer Ms Savli resides in so cal and I know whe is aware of the brutal murder of a Riverside Officer, by an A/American male. You would have to be living under a rock or out of the country, not to know this story, yet nothing.
Excessive force is horrible, but lets look at the entire picture before we condem an entire system.
You can only do that with statiscal analysis, no isolated incidents.

I personally know of a black detective and a black fireman who were killed by fellow police officers and fellow "brothers" in nyc. you police fascist pigs kill more innocent civillians than civillians kill you. the numbers bear this out. so stop with your lies. the people know the truth.

It's a shame how the police would just pull a kid out of church and beat him for no reason.
NOW let me break it down!
If that was my kid he'd expect WORSE from me after the man got done with him.
The police are doing what every tax paying American wishes they could do to the a-hole that broke into their house and stole some stuff to sell for gangs, guns and dope.

Yes a crime was committed. However, at the time of the beating he had not been found guilty. The legal system here in the United states says he should was innocent until it was proven without a resonable doubt that he was guilty of a crime. It seems that this beating was the exact opposite of what our legal system claims to uphold. He was guilty until proven innocent. Before he was even able to try and explain himself he was punished and beaten. The sad part is he was beaten by the same people that are set in place to protect. He is young and he clearly has made several mistakes. It also seems he doesn't have a good foundation. Just because he has several thing fighting against him does not mean he is a lost cause. He needs posistive people in his life that can help influence him to go in another direction. This can't be done when people like you that treat him as if he is an animal and lifetime criminal. Being treated like this will only have this young man continue to live his life this way. Rather than beat this young man down lets work together as a community and figure out what the root of his problems are and try to correct them. Then a change be seen. Throwing him in jail will only help him to preserve the mentality that he currently has were crime pays.

That is a totally dishonest way of looking at this travesty. I served over 15 years in variuos positions, all dangerous. Thaere is absolutely no excuse for law enforcement to behave this way at all. Their actions are really criminal, and they deserve to be prosecuted for their crime. If it was a civilian, they would face the full extent of the law. Your arguement that the victim was a "thug" who endangered the officers is absurd. One of the jobs I served at in law enforcement was internal affairs. I proudly put in jail several officers, and got 16 others forced into early retirement, including two lieutenants. No officer is above the law, and it doesnt matter whether the criminal/suspect was guilty of any crime. Professional law enforcement needs to be practiced by every department period..and Texas has a horrendous track record.

Police Officer job is to PROTECT and SERVE the People of the COMMUNITY!!!
Yes, AFRICAN ~ American are more likely to get caught in the GRIPS of the POLICE because most of BLACKS have so much STRESS in their LiFE until it SPILLS over into the KIDS, which are Crying for a way out, siking the ATTENTION from someone and that ATTENTION turns into a NEGATIVE Situation...
