
Anyone hoping President Barack Obama's 2012 federal spending plan would suddenly reverse his previous course and target increased revenue towards helping black America will be sorely disappointed.
In his $3.73 trillion budget submitted to Congress yesterday, the president shows that he still believes the best way to help black America is to lift all boats in the nation's choppy economic waters as opposed to targeting new large programs for African Americans.
Obama's reluctance to initiate large programs for blacks has drawn critics, especially some members of the Congressional Black Caucus who have said that since black America turned out in droves during his election campaign, black America should see some tangible benefit from his victory.
Though the bulk of spending is targeted to all, some of the spending increases will come in areas that black advocates have traditionally fought for.
Anti-discrimination enforcement under the Department of Justice to fight hate crimes will see a small increase of 5 percent over the 2010 budget.
The budget also proposes to double loan amounts for Historically Black Colleges and Universities above 2010 levels. A new $40 million grant to improve and expand teacher education programs at minority-serving institutions is proposed in the spending plan.
In general, however, extension of tax cuts for families, hunger prevention programs, family leave assistance, which will help all struggling families are where much of the budget's spending is targeted.
President Obama finds himself in a tough position producing this budget with his core constituency calling for more programs to deal with the brutal economy and Republicans howling for immediate and severe spending cuts.
Many Republicans who now hold the majority in the House were elected on the pledge that every vote they cast would work towards lowering the federal deficit.
Congress hasn't been able to pass a budget for the current year and the government has been working under a temporary spending bill that expires next month. Unless both sides are willing to give, the stage seems set for a government shutdown.

Are you serious? Since when is the primary reason to exercise your constitutional rights only to get something back in return? So basically what your saying is that since blacks finally decided to vote, the government owes them money. Based on that premise the youth and hispanics of this country should also get a check since they turned out to vote in huge numbers as well.

I thought the point was that Obama would not be president if not for his black voting bloc, whose number of votes was larger than the margin of victory (6%)and that politics is quid pro quo and always has been. Looks like the 1st time in political history that the deciding voting bloc has been stiffed by the politician it put into office. And this president flipped the age-old political principle of quid pro quo on it's head solely because his deciding voting bloc happens to be black. I doubt he would have stiffed any other voting bloc and evidence shows he's paid those voting blocs back.

There "WILL BE" no giving away anything liken to what's racing around within YOUR head.
The general government is a lot smarter than you're willing to give them credit for.
It's unwise to plunge in on a live Chess Match and assume from YOUR point of view, the strategies in the heads of each player before observing either having lifted a single Chess Piece.
President Obama strategizing one hell of a Chess Match, with and each piece be moves, being done so with profound judgments. But the Vultures hunkered off on the sidelines keep intercepting each moves because life within their own paradigm doesn’t consider anyone other than themselves to ever do quite as well, yet alone know what they're doing without being policed.
Do Not under estimate the Obamanomics here! President Obama likely has an agenda that could symbolically convert the “United States of America” into the United Federations of Planets and Space Colonies.
But this cant happen on plane made uneven by hills and valleys of racial biases, hatred and more.

Unfortunately, some groups of people have been hurt worse than others by the greed of corporations and irresponsible leadership of our government. In which case spending priorities should take those groups' needs into account. The problem is our priorities are not determined in this way. Rather, politicians prioritize the desires of special interest groups, which in itself is a function of how much those groups have to offer them politically, financially or in the form of favors. As African Americans do not have a political apparatus beyond our voting bloc, our needs have been ignored ever since we stopped demonstrating we are a force to be reckoned with.

In order to get the country back on track, there will have to some cuts and everyone should adjust their spending habits and do whatever it takes from all Americans. Everyone should do their part.

While Obama declared in his Saturday radio and Internet speech, “This budget asks Washington to live within its means, while at the same time investing in our future,” it is the poorest sections of the working class who will be compelled to sacrifice.
The Obama budget freezes pay for federal government workers, imposes the five-year spending freeze for domestic programs, and slashes community action programs, the Community Development Block Grant, and heating assistance
Other cuts include:
. The Women, Infants and Children program, providing milk and other food for low-income pregnant women, mothers and young children, cut $758 million, about 10 percent
. Head Start preschool education, cut $1.1 billion, about 14 percent
· Community health centers, cut $1 billion
· The District of Columbia budget, cut $240 million, mainly from the Metro system.
There are moves in both the House and Senate to pass the 2011 Defense Appropriations Bill intact, which would effectively exempt the military budget from any cuts in the revised continuing resolution
One month later, Congress must act to raise the ceiling on the national debt—another action that could have been taken by the previous Democratic Congress. House Republicans aim to use the debt ceiling vote as another means of compelling drastic cuts in spending.

There is one sad problem still present in America.
There are reports that minority youth is over 35% in many cities. One reason put forth is that "Starter Jobs" are taken by hard working Illegal Immigrants trying to better their lives.
Which group deserves our loyalty in this crisis?
Our citizen youth or the Illegal Immigrant? So far our minority representatives seem to be on the side of the Illegal Immigrant.

Some of the respondents seem to lack first principled reasoning. The Chess Game Analogy is absolutely absurd! It's speaks to a calculating Corporate Politican that will sell his own family up the river, just to get re-elected.
After four-hundred years of being relegated to pushing rocks up America's hills of oppositon with a feather... If Black folks cannot get a Blackman in a position of significant influence to recognize that most of Black America is at a significant economic disadvantaged because those at the helms of power that work the leavers of manipulation do not look like us and frankly would prefer that Black folks were put back on the plantation... if not a Blackman sitting in the most powerful position in the universe... than whom?
Even with two PhD's and the most marketable skills on the face of the earth Black folks are relegated to making just 70 cents for every dollar their white counter part make... a white counterpart that maybe a high school dropout (reference Forbes listing of Wealthiest Families) The racial disparities in this racialized society along distinct lines of race and ethnicity are so copious it would take a supercomputer with zigabytes of memory capacity to list.
What is troubling about our beloved President is while he was giving our tax dollars by the billions to the White Wall Street Huslters and the Good-Old-Boy, Corporate Oligarchy that orchastrated the horrific collapse of the economy to "bail them out", Black businesses could not get the time of day, yet alone a loan to keep their businesses running. Like my Momma used to say, those with the same skin are not necessarily your kin. I believe such is the case with President Obama.
